Form 1583 from the UAE: who applies, who is listed, who must appear

Helping a parent or a partner manage a U.S. mailbox from Dubai or Abu Dhabi? USPS Form 1583 only works if the right person signs it. Here is who counts as the applicant, who can be listed, and who actually has to appear on the notary call.

Form 1583 can be notarized from the UAE through an online session, but it only moves forward if the person whose name goes on the mailbox is the one who appears and signs, not whoever is helping arrange things. That distinction causes more delays than any identification issue.

This guide is for someone in Dubai or Abu Dhabi managing a U.S. mailbox for a parent, a spouse or a business partner, and trying to work out who actually needs to show up.

A common situation: helping someone else manage their mail

An adult child in Dubai often ends up handling a parent's U.S. financial accounts after a move abroad, or one partner in a two-founder company takes charge of the paperwork for both of them. In either case, the instinct is to treat the mailbox as a household or shared task. Form 1583 does not work that way.

The applicant is the person the mailbox belongs to

The applicant is whoever's name the mail will arrive under, and that is the person whose identification goes on the form. If your parent's bank statements and pension correspondence are going to a mailbox in their name, your parent is the applicant, not you, even if you are the one filling out most of the paperwork and coordinating the schedule.

Who can be listed, and who must appear on camera

A mailbox can sometimes list more than one authorized person, such as a spouse or a trusted family member, if the provider allows it. But every name on that list, including the original applicant, needs their own notarization. Being listed as an authorized user does not substitute for appearing yourself: the notary verifies identity person by person, and a session booked for one applicant cannot be used to notarize someone else's form, even a close relative's.

  • The applicant appears on their own camera with their own original passport.
  • A second authorized person, if the provider allows one, goes through the same identity check separately.
  • Nobody signs on behalf of someone who is not present, regardless of a power of attorney or family relationship.

Setting up a parent's mailbox from a distance

If your parent lives with you in the UAE or is still abroad elsewhere, the practical path is the same: they need their own device, camera and original ID for the session, even if you handle the scheduling and the upload afterward. For a parent who finds video calls unfamiliar, walking through the steps together beforehand, so they know what the notary will ask them to do, tends to make the actual call shorter and calmer. Our guide on helping an elderly parent get documents notarized covers this in more depth.

When the mailbox is for a two-founder business

Business partners running a U.S. LLC together often assume one signature covers the company. It does not. Each person who needs mailbox access completes their own personal Form 1583, separate from the company's own business section. Our guide on Form 1583 for an LLC walks through the business side on its own.

Scheduling from Dubai or Abu Dhabi

The UAE sits well ahead of New Jersey, so a morning or early afternoon appointment in Dubai usually lines up with the previous evening on the U.S. East Coast. Coordinating two separate sessions, for example a parent and an adult child, is easier to plan once both people know their own slot in advance rather than assuming one appointment covers both.

What happens once every required form clears review

Once each applicant's form is notarized and accepted, the provider activates the mailbox for that name, and mail addressed to it can be scanned, forwarded or held under the plan chosen. A parent's pension letters and a founder's bank notices move on exactly the same schedule from that point, since the provider treats a cleared form the same way regardless of why the mailbox was set up. Nothing moves before that step, which is the main reason to confirm who the real applicant is before booking a single session.

How TR Signing Group handles it

TR Signing Group, based in Bayonne, New Jersey, confirms who the applicant actually is before anything is scheduled, then books separate sessions for each person who needs to appear, timed for a Dubai or Abu Dhabi morning. Tanim Raquib, a commissioned New Jersey notary public, gives an anxious parent the same patient walk-through as a founder moving quickly. FAQ

Questions we hear often

Can I sign Form 1583 on behalf of my parent or partner?

No. The person whose name the mailbox is under must appear and sign for themselves, even if someone else handles the scheduling and paperwork.

Who is the applicant on the form?

The applicant is whoever the mail will arrive under, meaning the person whose own identification and signature the form requires.

Can more than one person be listed on the same mailbox?

Sometimes, if the provider allows it, but every listed person still needs their own separate notarization and identity check.

Does a power of attorney let me sign for someone else?

Not for this purpose. The notary still needs to verify the identity of the actual applicant in person, by video, before the form can be notarized.

Can two business partners share one Form 1583 for their LLC?

No. Each partner who needs mailbox access completes a separate personal form, apart from the company's own business section.
